RPG Vault has posted the 8th entry in The Fall - Last Days of Gaia Diary feature. In it, they talk about the capabilites we'll have to mod the game:

What can be modded? Almost everything! The more complicated things naturally require some experience on your part; however, as you will see, it will not be overly difficult to achieve lesser changes.
...
Maps are not tile-based, which means that objects can be placed, scaled and rotated the way you want. The same goes for textures. Arbitrary height maps can be imported or exported. Another nice aspect of the tool is that it's using the very same engine that's driving our game to render the 3D part, dynamic shadows and all that inclusive. And that means what you see is what you get. As you're creating it, the map basically looks like it would if you were playing it in the game. You don't have to 'compile' a level and launch the game just to see if something works out visually or not. Those who got to see the editor in action at the Games Convention definitely liked it.

The article goes on to describe some of the various aspects of the modding toolset that comes with the game, as well as the learning curves associated with them.
