My idea for the setting

Ok so theres this vault right. There was an avalanche of stone in front so the enclave couldn't find it. The citizens opened the vault only to find a wall of stone awaiting them. Your charater finds a small opening and goes through it and it caves in after that. Your guy cant make it back in. That becomes the main quest. Its after the fallout 2 time period and there would be many ways to solve the quest in the end. Some of which won't require you to kill a main boss. For one you could find an old military base inhabited by the enclave survivers from navarro. You fight your way down and defeat a main boss type guy. Then you have a computer terminal there you can order it to launch bobms at your vault site and ridding you of the rocks. Of course you will have 2 choices nukes and non nuxcluer bombs. Your charater being able to tell the diffrence will be based on int or science skill. If they choose nukes you will clear the rocks but all your fellow vault dewellers will die. the other bombs will release them with only a few causlities. Alsio you could become a senator or something like that for NCR and propose the idea of excavating them out. This will end with them accepting the idea or declining. If they accept then the vault citizens will become part of NCR and their vault looted. Also maybe you could find somebody with a huge machine that could clear the rocks. Unfortunatly its broken . he decides to clear the rocks if you can fix it. Yuo go around finding the nessary parts and then fix it. Requires high repair skill. This ends in the clearance of the rocks and your vault dewllers creating a city from their geck. Yes for those of you who want time limit there could be one based on maybe you hearing of some equipment being near breaking point before you leve.

Moving rocks isn't exactly an inspired game premise.

Well i tried to remove the whole saving the world aspect for once. however if you want it to be a big quest i guess you could come across some information on some sort of evil things or something but both fallouts using that kinda tired it out

Sounds boring, to be honest. No one would nuke the rocks outta the way(maybe if your char would be really stupid), nor it would be possible. But I noticed a few interesting things. One is having different ways to solve the rock problem(not having to meet end boss etc.), although the main quest is a bit silly. The second was the old military base inhabited by the Enclave, that would be interesting.

I'd rather see no NCR in Fallout 3, or not at least the same way it was presented in Fallout 2. Also, it feels funny that a vault gets opened so late(after the events of Fallout 2).

So the enclave didnt check vaults on the computers inside a vault and use a list of vaults from the government, they just looked in every cave in the U.S to see if a vault is there?

Tuff men

And who cares about a cliched plot such as saving the world? I'd prefer that to lifting one or two rocks.

I never siad it opened late it could have opened right on time. They could have been trapped inside the vault for years before your charater found a way out. Besides the quest isnt to save the vault citizens its to be able to return to them. See your charater wants to go back into his nice and cozy vault. I know i would.
